The Oklahoma State Regents for Higher Education provides qualified Oklahoma High School graduates with a scholarship opportunity to cover approved tuition costs.
To enroll in the Oklahoma’s Promise program, applicants must be:
Oklahoma residents.
8th, 9th, 10th, 11th or 12th grade students no later than Dec. 31 of the senior year.
Homeschool students must apply before their 18th birthday.
All students must apply before their official high school graduation date.
Student whose parents’ federal adjusted gross income does not exceed:
$60,000 with 1 or 2 dependent children OR
$70,000 with 3 or 4 dependent children OR
$80,000 with 5 or more dependent children.
Applications must be electronically submitted or postmarked by Dec. 31, 2026, for students who are in the 12th grade during the 2026-27 school year. Students in the 8th-11th grades are encouraged to apply by June 30, 2026. Homeschool applications must be electronically submitted or postmarked before the student’s 18th birthday.
In addition, the federal adjusted gross income (AGI) of the student’s parents (or the income of the student if the student is officially determined to be financially independent of their parents) may not exceed $100,000 at the time the student begins college and prior to receiving the scholarship.
Students who qualify for the teacher eligibility track may not exceed 700% of the FPL at the time the student begins college and prior to receiving the scholarship. This income limit will be applied each year the student is enrolled in postsecondary education, regardless of eligibility track.
Children of a certified public classroom teacher employed in Oklahoma for a minimum of 10 years.
Children adopted from certain Oklahoma court-ordered custody and children in the custody of court-appointed legal guardians.
Taxable Social Security benefits based on the death or disability of the student’s parent(s).
Additional documentation may be required for special income provisions.

The National Guard State Tuition Waiver Program (STW) entitles eligible members of the Oklahoma Army and Air National Guard who are attending two or four year accredited institutions of higher learning within the State of Oklahoma to the following benefit. This benefit will waive the resident tuition of satisfactory participating Oklahoma National Guard members who are Oklahoma residents. The resident tuition waiver can waive up to eighteen (18) credit hours per semester per institution. The recipient must be pursuing an associate’s or bachelor’s degree and be enrolled in a minimum of three (3) hours to receive the waiver.
